Permit Information


Arkansas gun laws allow concealed carry permits to be issued to residents only. No permit is required when you are “upon a journey” beyond your county of residence. However, there is still some confusion regarding this law and it will need to be sorted out by the courts. Training and background checks are required for new permit applications. Open carry is permitted in some counties.

  • Any part of section of an establishment in which alcohol is consumed on the premises, except a restaurant.
  • Any school, college, community college, or university campus building or school/college event unless the event is for the purpose of participating in an authorized firearms related activity.
  • Inside the passenger terminal of any airport, unless the handgun is encased for shipment by lawful transportation.
  • Any church or other place of worship.
  • Any place where a property owner or manager has exercised discretion to prohibit the possession of a firearm.
  • Participating in a parade or demonstration for which a permit is required.
  • At a private residence without having first advised the occupants that the license holder is carrying a concealed weapon and given the permission to carry the handgun.
  • Any place where the carrying of firearms is prohibited by Federal Law.

    1. There is no provision in the Arkansas Concealed Handgun Carry License Code or Rules prohibiting carrying, if an individual is licensed under the CHCL Code, while wearing a mask. Thank you.

  2. I have family in the state of Massachusetts I have a brother that couldn’t get he’s ccw in the state of Florida but when he moved back to Massachusetts he was able to get a license to carry. Because Massachusetts doesn’t see. Records of Florida where he cannot carry because of a restraining order. But now he can carry in Massachusetts is arkansas like that he’s been wanting to move

    1. Your brother was lucky in this case. Restraining Orders or Orders of Protection are reported to NCIC, which would cause your brother to fail a NICS check in EVERY state.

      Your brother cannot own, carry, or even touch a firearm or ammunition legally in ANY state because his RO is a Federal Prohibitor. State law is irrelevant here.

      My guess would be that Florida failed to report his RO to NICS so Mass didn’t see it. That doesn’t mean they haven’t reported now, or last month, or ever even though they are required by federal law to do so.

      Another problem here is that he lied on ATF form 4473 indicating that he was not the subject of an OOP or RO, and that can equate to major problems with the ATF.

      I highly recommend that he read the law and understand that even with a Mass permit he can and likely will be arrested and charged at the state or federal level if he ever encounters a LEO while carrying.

      To answer your question about him moving to Arkansas and obtaining concealed carry handgun license, no he cannot. Attempting to do so would require that he lie again on ATF form 4473 and the Arkansas CHCL application, which would likely result in a felony state or federal criminal charge.

    1. Wrong. You cannot carry with a round in the chamber unless you have a ccl. That is really the biggest difference.

    1. Someone under 21 can not carry a hand gun / pistol, unless they are active in the Armed Forces. Hunting rifles and shotguns are fine though as long as they are unloaded and in a case.

      1. This is false, in the state of Arkansas residents 18 and older can openly carry handguns without any permit however when in vehicles the fireman must be unloaded and in a container that is not a part of the vehicle ie no glove box center Consol.

        1. Fasle must be 21 in order to own and carry a handgun/pistol. that is federal law.

    1. Yes but in Arkansas it’s known as a CHCL ….concealed handgun carry license.

    1. This one is tricky, hasn’t been tested in court. The law concerning carry a firearm implies that open or concealed is fine; however, the concealed carry statute states that your weapon must be concealed. It would therefore be possible for a prosecutor to say you violated the concealed carry statute if you have a license and were open carrying. I’m not saying that it is or isn’t legal. Just conveying information from my research and talks with “experts”. I’ve heard anecdotally that some officers have said they would take someone’s permit away (they can to begin a revocation) if they were open carrying. I’m not saying that would go over either.

      1. I realize this didn’t answer your question. The best path may be contacting the agencies in the area you want to open carry in and ask them how they would enforce the involved statutes.

  14. This is incorrect Arkansas is a constitutional carry state. It was passed in 2013 and upheld by the Arkansas court of appeals, the governor, the Arkansas attorney general, and the Arkansas Senate.

  16. The enhanced carry license changes some of the places where you previously could not carry.

    1. It also adds some additional States to carry in ! Check it out!!

    2. It also requires a holder of enhanced carry to engage…the choice should be mine. Example, if my wife and child are with me and an incident occurs; I should have the choice to engage. With enhanced carry, I could be held liable for not engaging. My CHL instructor told me not to get the enhanced license.

    1. You need no permit to carry in Arkansas concealed or open. That includes those from out of state.

      2. Can you carry at 18 years one? I read a licence dealer can’t sell to someone under 21 but if you get it from a unlicensed person someone 18 can posses a handgun

        1. A 16 year old can own a handgun in AR as long as parent bought and allows, still have to be 21 to purchase unless you are active military or reserve then its 18.

          1. Incorrect, in Arkansas you can legally own and posses a handgun at 18 years old and can legally open carry. Arkansas Supreme Court 2018 decision.

      It’s like motorcyclists and lane splitting. It’s not legal but there no law against it.

    1. No, if you have a conceal carry you can not open carry. This came per our instructor during the class for conceal carry license.

    1. According to the AG, you can open carry in Arkansas. You can not conceal carry unles you have a conceal carry license.

        Arkansas Code 5-73-120, defines the crime of carrying a weapon. Officer must prove intent to use it unlawfully against a person. This has been verified via appeals court ruling.

      1. I have read a few links that say it has to be unloaded and in a locked container. I have a CCW from Texas and traveling to Arkansas. My gun is in my vehicle, close to me, loaded and chambered. If I have to get to it quickly, I dont have to unlock the comtainer, load it, chamber it, and then shoot. Id be dead! Can I carry my loaded, chambered firearm from Texas to Arkansas with Texas permit?

I have read in newspapers & other print media that the state’s governor and the State’s Attorney General , have both opined that “open carry” of a firearm is legal in most circumstances . However I have heard of State Police Officers that conduct concealed carry classes to citizens, tell their students, that is not the state of the law in Arkansas, and they will arrest persons doing so. I also know that Police Officers have considerable amounts of discretion in the performance of their duties: however if the two top state Law enforcement officers have opined publicly that it is permissible how can officers lawfully arrest ?

      If it went to court the judge would probably rule in your favor and side with the Attorney General. But that would cost thousands in legal fees so best to avoid that I would say. Sorry I cannot give you a more in depth answer.
