Permit Information


Delaware gun laws make this state a “May Issue” jurisdiction. Concealed carry permits will only be issued to residents. Applications for a permit must be submitted in the county of residence. Applicants must obtain five references from residents of their county and then they must publish their application in the local newspaper that has a minimum circulation of 35% ten days before they file the application. The application is reviewed by the Attorney General's office and a Court.

Delaware CCW Permits

Delaware is a “may issue” state.
Residents only.
The permit is valid for 3 years when first issued.
Renewals are valid for 5 years.

  • Must be at least 18 years old.
  • Complete a firearms training course.
  • Have five references from the county you reside in. The references shall clearly state that the applicant is a person of full age, sobriety and good moral character, that the applicant bears a good reputation for peace and good order in the community in which the applicant resides, and that the carrying of a concealed deadly weapon by the applicant is necessary for the protection of the applicant or the applicant’s property, or both.
  • Have never been convicted in Delaware or elsewhere of a felony or a crime of violence.
  • If under 25 years old have never been, as a juvenile, adjudicated as delinquent for conduct which, if committed by an adult, would constitute a felony.
  • Have never been convicted for the unlawful use, possession, or sale of a narcotic, dangerous drug, or central nervous system depressant or stimulant.
  • You are not subject to a Protection From Abuse Order issued by a court.
  • Have never been committed for a mental disorder to any hospital, mental institution, or sanitarium.
  • Federal Law – Prohibits the following persons

    1. They can post it, but it has no force of law. If they find out you are carrying and ask you to leave- you must leave.

    1. virginia ok. delaware ok. maryland ok if you unload magazines and keep ammo in separate box and gun in locked box and all in the trunk. new jersey uh not really

    2. You must be legally able to possess the firearm in the departure state as well as the state you’re traveling to for FOPA to protect you.

      And as I assume you don’t have a gun license in NJ it technically won’t cover you for any state.

      Even if you were just traveling through nj, I wouldn’t trust them too not violate federal law to pad their numbers regardless. Same with ny, ma, me, etc.

    1. yes if your not a resident of the issuing state (Utah), you may no longer carry conceled in Delaware. .

  6. Looking at the reciprocity map, I see I can carry at my daughter’s house in Ohio. What do I need to do to get there legally? (MD, PA)

  7. I currently live in South Carolina and am a SC and Utah CWP holder but am moving back to DE soon. Delaware is a reciprocal state of Utah’s CWP but only issues DE permits to residents. Once I move back are my SC and Utah CWP’s invalid and I have to take a course again for Delaware?

    1. You must have DE permit to carry concealed if you reside in DE.

  8. If my boss at work says it’s okay to carry there can I take it. I bike to work and I work in a small local business so it’s not a major corporation

  9. If you have a ccw permit can you have a hand gun in the center console of a pickup ? Loaded or unloaded ? Everyone i talk to has a different opinion. With a permit what type of ammo can you have in the gun ? Iwas told round nose bulletts but some people tell me they have to be hollow points.

    1. If you have a ccw permit for Delaware you can have it anywhere loaded with any type of ammunition. If you dont have a Delaware ccw permit it has to be in plain sight & can be loaded with any ammo.

      1. This is a correction to the very first comment by Corey. If traveling with a gun in Delaware without your ccw, it has to be unloaded and secured. Ammo must be separate from weapon.

        1. Bailey- false. Open carry allows the weapon to be loaded but must be visible – on the seat or dashboard for example

    2. Either are legal as long as they are not armor piercing. People say carry the hollow because they slow or mushroom when they hit something. Have to remember you pull the trigger you own the bullet. As for your ccw center console question, yes you can put in glove box or center console and why carry a gun that’s not loaded? Remember your carrying a gun if you pull it the other person may have one too and it’s loaded no one is going to g to wait for you to load your gun.

Can I open carry a blank firing handgun obviously couldn’t hurt anyone but if I was in a situation and needed to scare someone to get them away from me and hoping they don’t have a firearm would it be legal to open carry and also could I open carry my black powder revolver and of course unloaded god forbid I have to hide and wait ten mins to even try to load her up but just wondering if I would get in trouble and or lose my guns

    1. A blank gun CCW will get you killed. You are not going to bluff anyone. My suggestion to you is do not carry weapon. .

    2. You can be charged for pointing a blank gun at an unarmed assailant. Just stay home. Your thought process is going to get you killed

  12. Ok so this is a real question back in 2013 I was put in a psychic evaluation center but was discharge from there dose it prevent me from owning a firearm if I was cleared and never admitted to the mental house.

    1. Yes, even if they have a no guns sign on the door. Open carry in banks is perfectly fine as well

  15. I’m visiting Delaware and have a New York and Utah full carry pistol permit am I allowed to carry in delaware

    1. I checked my CCW app with a resident NY and non-resident Utah permits and it says your permits are honored. I am not an attorney or giving legal advise, my advise would be to check with a 2A attorney before doing so. However, I carry and use the CCW app on a regular basis and have never found it to be wrong. Stay safe.

          Delaware Recognition of Permits By Other States To Carry Concealed Deadly Weapons Issued To Residents Of Other States

          Delaware recognizes licenses or permits to carry concealed deadly weapons issued by other states to the citizens of other states where those states honor Delaware licenses to carry concealed deadly weapons, afford a reasonably similar degree of protection as is provided by licensure in Delaware, and do not evidence a pattern of issuing licenses or permits to convicted felons. Some states issue multiple levels of permits or licenses; only those meeting the above requirements will be recognized in Delaware and a notation of the recognized permits appears with the state below.

          Persons possessing a recognized license or permit to carry a concealed deadly weapon issued by one of the states listed may lawfully possess a concealed deadly weapon while in Delaware. Such persons are subject to and responsible for knowing and obeying all Delaware laws and regulations applicable to carrying or possessing of deadly weapons.

          For the period from January 15, 2018 to January 14, 2019, Delaware recognizes the concealed deadly weapon licenses or permits issued by following states:

          1. Actually Delaware stopped honoring non resident permits from other states some time ago. It’s amazing how ignorant of current laws people are. Enjoy your time in Gander Hill.

    2. Permitless open carry is permitted anywhere in the state now (except for certain areas in state parks). You can forgo the whole permit issue all together and just OC, as I do myself, and no have to worry about committing a felony.

      1. Hey Dan, how do you travel while open carrying? Can it be in plain sight loaded or separate? I can’t find anything that spells it out.

    3. Yes, Delaware is a reciprocal state for a Utah CWP. Just be careful if you are driving and traveling through other states to get to Delaware. Many states such as MD and NJ surrounding DE do not honor an out of state CWP and have pretty harsh punishments if caught carrying in that state, even if you’re only passing through.

      1. Maryland has very harsh punishment for concealed or open. Carry even if you just passing through.

        1. I’m a law enforcement officer and covered by LEOSA. The county prosecutor still charged me with unlawful possession of a firearm. When it went to court, the prosecutor actually told me he’d never heard of LEOSA. Had to pay a fine and do a week of community service for the charge to be dropped.
