Permit Information


Maine gun laws operate on an “Unrestricted” and “Shall Issue” policy. The later being needed for reciprocity with other states. No permit is required to conceal or open carry a firearm if the carrier is 21 years or older and meets all the criteria set out in the law. Permits are still available for residents who wish to travel out-of-state and non-residents. Applications are handled at the state level by the Maine State Police.

Permitless Carry


Alaska, Arizona, Kansas, Maine, Mississippi, Missouri, New Hampshire, Vermont and West Virginia have “Permitless Carry.” If you can legally possess a firearm then you may carry it concealed in those states without a Permit/License.

Maine is an “Unrestricted” & “shall issue” state.

No permit is required.
The permit is valid for 4 years.

  • You are at least 18 years old.
  • You are not prohibited by state law from possessing a firearm.
  • Demonstrates to the issuing authority a knowledge of handgun safety.
  • You are of good moral character. The issuing authority will make this determination based on past evidence recorded through government entities within the last five years.
  • Have not been convicted in a Maine court of a violation of Possession of firearms in an establishment licensed for on premises consumption of liquor within the past 5 years.
  • You have you been the subject of an investigation by any law enforcement agency within the past 5 years regarding the alleged abuse by you of family or household members
  • Youu have you been convicted in any jurisdiction within the past 5 years of 3 or more crimes punishable by a term of imprisonment of less than one year or of crimes classified under the laws of a state as a misdemeanor and punishable by a term of imprisonment of 2 years or less.
  • You have not engaged within the past 5 years in reckless or negligent conduct that has been the subject of an investigation by a governmental entity.
  • You have not been convicted in a Maine court within the past 5 years of any drug crime.
  • Federal Law – Prohibits the following persons

  5. I live in a town ship on a fire road ,can I carry concealed (with permit) on sundays? I was told that a warden would consider this hunting and give me a ticket, is that true?

    1. State ordinance says:
      Possession of firearms in the fields and forests or on the waters or ice of this State or in a motor vehicle being operated on an unpaved road located in an unorganized township on Sunday shall be prima facie evidence of hunting unless the firearm is carried, securely wrapped in a complete cover, fastened in a case, or carried in at least 2 seperate pieces in such a manner that it cannot be fired unless the separate pieces are joined together again. For the purpose of this paragraph, a clip, a magazine, or cylinder of a firearm shall not be considered a piece of the firearm.

      My local area warden said if I was open carrying, or had the gun out while walking (not defending myself) – that he would definitely consider that prima facie evidence of hunting on Sunday. He also said that concealed carry means in a holster and covered – thus meeting the “securely wrapped in a complete cover” condition that would indicate that I was not hunting, He also said not all wardens might see it that way and if you expect to be doing that (especially since you live in the township) you should make nice, be friends of the local area warden, and find out how THEY would handle it – then act accordingly.

      You do not need a permit to carry a handgun in Maine, however you need to be at least 21 years old, there is an exemption for military personnel who can be 18. Permits are still available if a person wants to take a handgun interstate.

    2. I am currently 19 yrs old and possess a CCW permit and legally carry a concealed handgun.

      Here is my understanding:
      At 18, you can POSSESS a handgun, but not buy one (you have to get one from private sale, same with ammo)
      You can carry handgun, but NOT loaded and NOT concealed. (without cwp)
      You can take a CWP course in Maine at 18 years old, and get your CWP through the state police, or town police department (if applicable) I recommend FOX firearms in vassalboro.
      Maine state police law for concealed handguns:

      Concealed Carry WITHOUT a permit is limited to 21 and older. As Wayne said there is an exemption if you are in the military between ages 18-20. The law also states ” A person who is 18-20 years old and without the referenced military qualifications must have a permit to carry concealed. The law applies to both residents of Maine and non-residents.”

      So long story short, to carry a handgun in Maine at 18, you need to have a Concealed Weapons Permit. You just need to have someone to buy you the handgun, and ammo for it. That’s what I’ve done for 6+ Months.

    1. Only if you meet all of the requirements set forth by the State of Maine, I.e., You must be at least 21years of age, 18-20 years of age for documented persons of the United States Armed Services etc..

  11. My wife and I are MA residents looking at buying a condo or cabin in Maine. We will be there 1 or 2 weekends a month and a few weeks straight in the summer. I have an LTC issued in MA but will I be able to purchase firearms (that will stay in Maine) that are otherwise banned in MA (i.e AR-15)? Or do I need to be a permanent resident of ME to purchase firearms in that state? Thank you!

    1. A non resident can’t purchase and take possession of firearms commercially in Maine, you would need to have a transfer done to a dealer in your home state. A private sale….don’t ask don’t tell…..

    2. CCW MA resident here and was told by gun shop in Wyndham that you can apply for dual residency. Only then can you purchace a firearm from the state of Maine that is not Mass compliant but I don’t think you can bring it back.

    3. If you own property in M and pay taxes and have a copy of your tax receipt YOU CAN purchase any firearm in ME. Period!

  12. I think because people keep saying that teachers should have a gun after all the shootings that have happened. But I think that there should use a stun gun instead. Even know that when your stunned a clench your muscles and that will make the guy fire but that’s only for a little bit of time before they become unconscious.

  13. I’m from Ma. and have a LTC permit. Is it legal for me to conceal carry in Maine.
    I’m reading no permit required. They do not recognize Ma permits but Maine doesn’t require permits. Does anyone know the true legal answer here?

      It is a bit confusing, but I recall another person had the same question, they called the Maine police and were told it’s OK to carry in that state.

    2. There is no permit required. So if you have a permit or not, as long as you ar not prohibited from owning or carrying firearms, you can carry in Maine, NH and VT

  14. I have a speeding ticket in South Dakota which I am sure is a misdemeanor and I go it about a year ago so can I get a ccw or do I have to wait.

      Though Maine is a Permitless Carry state and any resident or non-resident who is 21 or older who
      can legally possess a firearm can carry it concealed in Maine without any type of permit/license. By statute
      Maine still doesn’t honor all other states permit/licenses and it does make a difference where those from
      states they honor can carry a concealed firearm in Maine. CT is not on their reciprocity list. I would contact the state police and see what they say.

      1. Yes I reached out to ME state police and they confirmed legal permiesss carry applies to all as long as state regulations are adhered to. Same with NH. In essence they are both like Vermont

  16. As a non-resident, can I conceal carry in state parks if I get a Maine permit to conceal carry?

      You can obtain a non-resident permit
      Park Rule 20(b) (No Open Carry. Must have valid Permit/license to carry
      in Maine to carry in St. Parks. Carry under Permitless
      Carry not allowed. No carry in Baxter St. Park.)

  17. My wife is moving from New Jersey to Maine. She has handguns and a couple small rifles. What will she need to do upon arrival in Maine to keep herself legal? Keeping in mind she is totally legal now in New Jersey.

      Anyone who can legally possess a firearm and is 21 can carry a concealed handgun in Maine without any type of permit/license. Maine does not honor a New Jersey permit but as your wife will be a resident there should be no problem as it is a constitutional carry state. I would suggest calling this number 207 624-7210 just to be certain.

    South Carolina will not honor a Maine permit so you will need to apply for a new one in that state (SC). If you visit Maine you will not need a permit as anyone who can legally possess a firearm and is 21 can carry a concealed handgun in Maine without any type of permit/license. Maine is a Constitutional carry state.
